$22B on Government Education; a Cost Saving and More Effective Alternative

In my view, there is another dynamic; who is better to qualified to choose what education is best for a child; parents or paid union teachers? Parents, of course, rely on professionals and it the parent not the government who is best qualified to choose the professional to educate their kids.
