Specter and Murtha lead on Earmarks. Earmarks are the key to re-election.
The power of pork as a tool to win elections and maintain the power of incumbency. Even though Earmarks are small part of budget, they drive votes because they are necessary to maintain incumbent’s power. Pork is larger part of budget. It is not percentage; it is the leverage to “buy” the support or silence of a constituency.
